Flow control auto turn off scheme

The EE2400-SS can automatically turn off 802.3x flow control and Back 
pressure flow control for 1~2 seconds whenever the port receives a high 
priority frames. The flow control is re-enabled when no priority frames are 
received for 1~2 seconds. This auto-turn off function is enabled by 
hardware pin EnFCAutoOff or Register 0x0400.
