6. A SSM transmitted from the LRU shall indicate when the squelch is opened by either

channel activity or the received SSM. This can be used as a means to display
channel activity to the pilot when desired. The LRU shall transmit label 040
immediately upon a state change to reduce latency for this function but no more
frequently than allowed by the 040 label transmission rate.
