When  the  SIL  value  is  set  to  1  the  SDA  value  in  the  ADS-B 
transmissions will also be set to 1. Therefore, the SIL value may only be 
set to 1 if the requirements for transmitting SDA=1 are fulfilled, i.e. if the 
GPS receiver has a Design Assurance Level of at least "D".
