(i.e., Being in Program Mode disables the Hour

If any one of these three prerequisites are NOT met, then
the Hour Meter does NOT increment hours, NOR do the
Hour Meter’s discrete Green/Yellow/Red LEDs light-up
as per the number of hours reached.
