arrangement should be the where the physical chassis of an MDS
product is actually installed.

The second MDS 9506 is installed on top of the first 9506 in a similar
fashion to the first 9506 installed. However, a second
MDS-92CAB-KIT is not used. The second 9506 is installed above the
first 9506.
