cannot be disabled.

A single form “C” relay is utilized to indicate loss of carrier. The loss of carrier
alarm is present whenever the HDSL line is out of service. After being out of
service for 60 seconds, a Major Alarm is generated in addition to the Minor
Alarm, which remains enabled.
