relay is disabled and not used for regulation.

ESEP

Flag that it is possible to switch relay on even in case that time of 

minimum disconnection has not expired yet. This flag is applied only at 
moment, when actual consumption (during 1/4 hour) gets over the 

requested maximum regulation level (minus hysteresis). Values: 1 - relay 
is possible to connect before time; 0 - relay is waiting for expiration of 

minimum disconnection time period.
