If STMON is unavailable the ST can be programmed using a test telephone.
Connect an MF or LD type telephone to the SIU

Each SIU is initialised by entering a unique code. These codes are entered using
the telephone and should be provided by the RF planning office on a form
similar to that shown in Table 9.
