Semi-Persistent Scheduling
"SPS Cycle": in terms of TTI if the value is less or equal to 64, otherwise in terms of
64 TTIs, determines the cycle time of SPS sub-frames allocated to a specific node.
For example, 24 means 24 TTIs, around 60 (=24*2.5) seconds, and 65 means 2 (65-
63) * 64TTIs , around 320 (=2*64*2.5) seconds. The maximum allowed value is 1024.
