Note: Heartbeat packet is only valid in TCPC, UDPC mode.

7.4.3.Restarting Without Data

This function defaults to be disabled. When it is enabled, the device can actively disconnect the connection
with the server and reconnect when there is no data from network side within the reconnect detection interval,
which can prevent pseudo-connection due to an abnormal socket disconnection.
When the time reaches the restart detection interval, the device will restart automatically to recover the
connection.
