Set all bits to zero. Sets up the read-back buffer
with contents of the current device status.
Contents are immediately available for USB read.
The contents occupy effectively the lower two
bytes. In the case of SPI, contents are transferred
to the serial output buffer, so a second query to
the SERIAL_OUT_BUFFER register is required to
transfer its contents and also to clear the output
buffer.
