H4

L (L0/L1) error occurs three times in one hour, reporting H4, 

and this error is not recoverable.

After H4 error, spot check may be performed on the latest 

three L errors (not limited to L0, L1). For example: report 

L0-L4-L8-L9-L0-L1 within one hour, and report H4 error. 

The errors for spot check are L9, L0, and L1.
