This series has 3 models. Make sure you have used the correct one.
They have different output voltage range and current as following:

Check the rating label of the power supply and make sure it complies with your AC mains voltage.
Connect the power supply to the AC Mains using the provided power cord.
Make sure the Mode Switch (9) is at Normal Position .
