Test off load 

Test off load will not judge power state and 
perform the transfer switch action test and 
operate the load in the following order: 
S1-switch to O, 2-Oswitch to S2, 3-S2 switch 
to O, 4-O switch to S1.

Test on load 

Test on load need to judge S1&S2 power 
status are both available then perform the 
same switch action test with test off load.
