Make sure you have the base in the position as shown below, with
the four bolt holes facing up.

For each wheel, insert bolt from caster through the holes in the
base of the dust collector (three are not shown). Tighten the caster
to the base by turning the movable plate (A) in Fig. 1 and tighten
with allen wrench. Do the same for the other three casters.(Fig. 2)
