Refraction can be the reason for:

An unstable laser beam on the target.
•
Changes in the laser spot size.
Air turbulence in the pipe cause refraction. The effect occurs particularly,
when a wet or cold pipe is heated up quickly through the sunlight. The
rising air deflects the laser beam and causes a flicker.
