VRQF is the RMS deviation in the fundamental component of an AC voltage from a desired AC voltage. It is computed as the
square root of the sum of the squares of deviations in the fundamental component of the voltage from the desired value. The
sum is computed as a running recursive average of frequently taken samples of the fundamental component, obtained in at
least one full cycle of the wave. The time constant of the recursive computation is 6 hours. The recursive average takes at
least six hours to settle to a proper sum, and is generally never stopped, once started.
