Base A3 : used to set up the parameters such as (LCR)
wordlength, number of stop bits, parity and
baud rate. To generate the desired baud rate,
first set DLAB to 1. Load the low and the high
bytes of a divisor into the receiver buffer and
the interrupt enable registers, respectively.

Reset DLAB to 0 for normal UART operation.
Base A4 : used to send signals such as DTR (Data
(MCR) Terminal Ready) and RTS
(Request To Send).
