Use Contacts application to manage contacts, touch 

  from home screen and tap the Contacts application

Sign in to an account : able to sign in the account you are managing contact information.

Import Contacts : able to import contacts from other device or PC. 

             

 

 

If you want to manage Contacts thru your email account, you must setup email account first.
