Sets the manual pulse ratio for actual output pulse rate. The for-
mula for manual pulse output rate is:

Output Pulse Count = Input Pulse Count * (PMG+1) *
[(PDV+1)/2048]

The PDV=0-2047 Divide Factor

The PMG=0-31 Multiplication Factor
