Time segment filtering:
Supports in-time and out-of-time filter conditions
The filter time range is 00:00-23:59
Channel independent. The minimum filter precision is "minute"
The filtering time of the time period is based on the device clock. Before using the
device, make sure that the device clock is the current time. For the device clock setting
method, see section

attention: All network packet data are sent and received in big-endian mode.
