Please note that this enclosure is a
Green or Energy Saving enclosure

It will not function if you did not connect to a working system.
If you just install your hard drive and try to power ON without connecting to a
working system, it WILL NOT WORK or POWER ON, this is normal.
You need to:

Securely connected to a working system via power and USB cable.
2)
Make sure your system/laptop is running.
3)
Power ON the enclosure.
