This command sets the sensor into submode B which enables calculation
of averaged wind data and gust wind speed and direction.

= The desired wind averaging method. The
options are:
0 = use scalar averaging
1 = use vector averaging

= The wind direction coasting threshold in
the current wind speed units. The coasting
can only be used with scalar averaging.

= The number of samples that form the gust
wind speed and direction value (1 Hz
sampling). The valid range is 1 to 9.
yyyy
= The length of averaging window [s]
