To include the JTAG UART Driver in compilation, the following options should
be enabled:

(4) Maximum number of Altera uart ports
(115200) Default baudrate for Altera UART
ports

[*] Altera JTAG UART console support

If you want to bypass the JTAG, then select the following options.
[*] Bypass output when no connection
