There could be 3 recipients at most.
Max number 14 digits. The 1st
recipient should never be NULL.

In alarm status, the terminal will send alert SMS to the mobile phone
recipients and call all recipients in sequence to report alert and
monitor the situation.
5.5.2 Power Failure

alert SMS to the 1st recipient.

In power failure status, will disappear. The backup battery starts
supplying power. will display in LCD.
