It is unsafe to make an approach with dive brakes open in the 

speed range of 36 to 43 mph, as the rate of descent is so great that 
a proper flare for landing cannot be made. 

CAUTION

Treat speeds above Va as a cautionary range.  Manoeuvring 

within this range should be reduced to a minimum as velocity 
increases.
