The first check box is telling you that the Dip Switch settings must be reset to off.

 check box is telling you that no special User Accounts were defined. 

 
If you wish to proceed, check both of the check boxes, then click on the 

“Yes” box to proceed. 

 
 
You should see a message that 

“

The Board is Restarting

”.  And a selection box to CLOSE the window.
