MPLS Outer Label (only when not equal to 0) identifies the MPLS

is displayed only when PSN Type = MPLS and Number of Outer
Labels is 1 or 2.

MPLS Outer
Label 2
MPLS Outer Label (only when not equal to 0) identifies the MPLS
