wiring is loose.
Replace the wiring

Check if the gas valve and
liquid valve are fully open
Check if the electric expansion
valve can work normally
Fill the tank with the water
Install rightly the
tank temp sensor
Fully open the valve
Replace the electronic
expansion valve
