Make sure input the right voltage, and check the AC-DC adapter (DC12V 4.2A)
No display
Check the D-sub cable, and make sure connected tightly to both sides.
Try to change inverter & A/D board to see the result (not recommended)

Check VGA card, the waves and noise might be from VGA card.
Try to change inverter & A/D board to see the result (not recommended)
Wrong colors
Check VGA card, make sure VGA card is not defective.
