7. Phase failure recognition
The ITZ registers the date and time of the voltage failures and also the date and
time of the voltage return for every phase in the following registers:

The relevant last time stamp for voltage return, C.52.X*New() is deleted when there
is a voltage failure (entry in C.51.X(*New +1), otherwise the old time stamp is not
plausible.
Furthermore the ITZ registers the number of voltage failures for every phase in the
