Up/Down Counting

perform an up/down counting operation on C/T 0. The counter keeps track of the number of
rising edges that occur on the Counter 0 Clock input. The counter increments when the
Counter 0 Gate signal is high and decrements when the Counter 0 Gate signal is low. Refer to
