Configure input rate or output rate of each port. For example: assume port 1 is 10Mbps, users can set
it's effective Output Rate to 1Mbps, Input Rate to 500Kbps. XP-3241 will perform flow control or
backpressure to confine the to ingress rate to meet the specified rate.
