If the lamps do not illuminate and the onboard Green LED (D12) does not flash at a 1 second rate (heartbeat), then there
is a fault on the power supply board or incoming power. Remove the input power and check the input wiring for opens or
shorts.

Make certain you replace the cover after you are done checking the power supply.

Red (D13)
Indicates the power supply board assembly is not able to maintain a
regulated lamp current. This also indicates that at least one lamp is
burnt out.
