This function breaks a lock on the instrument. This releases a lock on the instrument, regardless of its owner. This 
allows for instrument recovery if the locking IP address would become disabled. 

NOTE 

Breaking  a  lock  on  the  instrument  does  not  automatically  acquire  it.  That  must  be  done  with  a 
separate vtex10xxA_lock call.
