Maximum GT frequency limited by the user.
Disable Turbo GT frequency
Enabled: Disables Turbo GT frequency.
Disabled: GT frequency is not limited.

ME State
When Disabled ME will be put into ME Temporarily Disabled Mode.
ME Unconfig on RTC Clear State
