IOC States
The possible states for an IOC card are Active, Standby, Active Warmup, Standby
Warmup, Fail, Non-existent, and Disabled.
The TP5000’s IOC state machine uses proprietary algorithms to determine the
proper state for an IOC card.

the next state transition.
