Add NB-IoT Signaling to logging

Enables or disables message monitoring for the NB-IoT signaling application.

Remote command: 

CONFigure:NIOT:SIGN<i>:MMONitor:ENABle

Logging PC IPv4 Address

Selects the IP address to which the messages are sent for monitoring.

The address pool is configured globally, see "Setup" dialog, section "Logging".

Shortcut Configuration

Access: "Config" hotkey > "Shortcut Softkey" section.

This section configures the three shortcut softkeys that provide a fast way to switch to
selectable measurements.
