Enable/disable 2nd channel of PCI/IDE card.
It includes I/O port (170H~177H) and IRQ 15
assignment

Because some IDE cards connect the
IRQ 14 & 15 directly from ISA slot thru a
cord. (This cord is called Legacy Header)
