Description:

Converts the integer value contained in the AluReg register into a two's complement

format.
If the conversion bit in the arithmetic condition register is zero, the 'toc2' instruction

makes the most significant bit in the operand register zero.
If the conversion bit is one, then it returns the two's complement of the operand

(bits[14:0] only) register.

Assembler syntax:
