Packet Drop for Ingress Limit

is for packet dropping operation when

ingress traffic rate exceeds the Ingress Rate Control. If it is enabled, the extra
packets will be dropped to limit the ingress traffic rate. If it is disabled, flow
control function will be used to pause the ingress traffic.
