Below is some information from the November 2005 issue of American Woodworker.
This is just one way to proceed with a Fantasia that is unfinished if you want to paint
your spinning wheel. The important step is to seal the MDF and in this example they are
suggesting an oil based spray shellac. This is a good sealer for any wood in addition to
MDF.
