LED indications on the controller after an IP address conflict has been
detected
During booting or after the IP address has been modified through
NetConsistency, the controller checks its own IP address. If the controller
detects that its IP address is already used on the network, it takes the
following actions:
 The controller sets bit 24 in R 200009.
 The controller sets bit 7 in R 200008. This is the collective error bit of
R 200009.
 Then, the LEDs on the controller indicate the following:
E D1 D2 State
ON 1Hz 1Hz
The controller has detected an IP address conflict.
To exit this state, the following two steps must be taken:

Resolve the IP address conflict.

Restart the controller.
