This register sets the options for the memory controller.

SDRAM Controller enable:
0 - Disable
1 - Enable
This bit enables the portion of the memory controller which ac-
cesses SDRAM. An initial pause of 100us-200us following the
deassertion of RESET_ is required before enabling. The pause
value should match the amount indicated in the SDRAM specifi-
cation. During this time the timing parameters for the respective
controller should be configured. Once enabled, SDRAM will be
initialized via the power-on sequence and subsequently avail-
able for access.

Power Management enable:
This bit enables the use of the Self Refresh enable bit. In order
to Enable self refresh (SLFREFEN = 1) this bit must first be set
to 1.
