NVP is the speed of a signal through a cable relative to the

speed of light in a vacuum. See "Section Theory of Cable

Length Measurement" (p.34) for details.

The optimum NVP value setting depends on the type of cable

and twist state of the wire pairs. Cable length measurement

accuracy can be optimized by setting the appropriate value for

the actual type of cable to be measured. The default HiTester

setting is 0.684.
