KEEP THE WINCH ATTACHED TO THE POLE.

Do not disconnect the winch from the pole until 
after the boot is securely bolted to the spigot.

Bolt the the boot to the spigot. 

After the boot is securely bolted to the 
spigot, disconnect the winch from the 
pole. Use the elastic rope to secure the 
wire rope to the D-ring on the boot.
