Step 8 - 

Using a step ladder,

 

place 

horizontal frame C1

 on top of the frame as shown with 

triangular tabs 

facing up

.  Attach by screwing

 caps

 into the tops of the hubs as shown.  Use both hands to fully tighten.

Reposition 5th shelf by lowering it in from above with the 

front edge angled down
