It is not possible to dial emergency numbers with Skype!
Please use a conventional telephone line for this.
Making calls via quick dial
Use the Skype application options to assign a two−digit quick dial number to subscribers on the Contacts" tab control.

Enter the quick dial number, dial the number
SkypeOut
To make a SkypeOut call, enter the complete number including international and local access codes. This also applies to
local calls.
Instructions on how to operate Skype are available in the Skype application menus.
Example using the international dialling code 49 for a call in Germany: 0049 4421 941699
