configure arp state not-present rate-limit
Purpose
Limits the minimum amount of time between ICMP unreachable transmissions while an ARP cache entry is in the noPresent state.

Supplemental
Information
To reset the minimum amount of time to the default value, use the no option.
Parameters
<msecs>
Minimum amount of time in milliseconds. Range is 100 to 86,400,000 milliseconds (one day) and the default is set at 333
milliseconds.
