Purpose:
This function initializes the Trigger Index Word with the given Trigger Control Block Index
value. See Figure 8 for a diagram of the dependencies and functionality of the trigger engine.

This value defines the initial Trigger Control Block (TCB) Index, which is processed
by the firmware after Start of Receiver Operation. A value of zero disables any TCB
processing by the firmware. See also the FdxCmdMonTCBSetup command
ul_NextTrueIndex/ul_NextFalseIndex parameter of the
TY_FDX_MON_TCB_SET
structure.

Returns FDX_OK on success or a negative error code on error.
